It may cost around $50 billion to remove all the nation's lead service lines. The $15 billion from the Infrastructure Investment and Jobs Act isn't enough to cover it all.
So states should clarify that utilities can use public funds for this work on private property, which allows them to tap into bonds to finance lead line removal, says Tom Neltner of the Environmental Defense Fund.
