Water Planning and Economic Growth in Southwest Virginia

💧H2O INTRO 🤝 Meet Will Bulloss

Will Bulloss, Chief Strategy Officer for the Western Virginia Water Authority, is passionate about leveraging water and sewer projects to build strong communities.

Serving three counties, two towns, and one city in the scenic Roanoke Valley, the Authority faces the challenge of effective regional planning. While not the decision-makers for community growth, Bulloss and his team focus on supporting local planning efforts through education and partnership. This includes informing elected officials and volunteer planning commissions about the water system's lifecycle costs and impacts to guide better decision-making.

With over 50% of the water supply ready for potential expansion, Bulloss emphasizes collaboration with localities to support economic growth. Recently, the Authority secured more than $20 million in funding from the bipartisan infrastructure law to bolster infrastructure development in the region.

Will Bulloss encourages everyone to reflect on their own water and sewer systems and engage with local officials on how they can be improved.

Will was a fellow in the Water Innovation Leadership Development program at Duke University Nicholas School of the Environment and Duke Environment Plus.
